What considerations does the Ministry of Industry and Information Technology have in achieving the carbon peak goal in industry? What specific measures will be taken this year to steadily promote the green and low-carbon transformation of the industry?

Achieving carbon peak and carbon neutrality is a major strategic decision made by the Central Committee of the Communist Party of China as a whole, both domestically and internationally. Achieving carbon peak and carbon neutrality is a broad and profound transformation, an inherent requirement and inevitable choice for promoting high-quality development. Industrial energy consumption accounts for about 65% of the total national consumption, making it one of the main areas of energy conservation and carbon reduction. Completing this task well requires a tight schedule, and the task is very arduous and arduous. It is a major challenge and also a major opportunity. The development of green and low-carbon industries will inevitably bring new growth space, new innovation impetus, and new development opportunities to the development of industrial economy. There are many things to do in green and low-carbon development, and many fields to explore. We will conscientiously implement the decisions and arrangements of the Party Central Committee and the State Council, bear in mind the "greatest of the country", adhere to a systematic concept, properly handle the relationship between development and emission reduction, overall and local, long-term and short-term goals, and government and market. We will comprehensively consider maintaining a basically stable proportion of the manufacturing industry, ensuring the safety of the industrial chain supply chain, meeting reasonable consumption needs, scientifically refine the goals and tasks, and steadily and orderly promote the green and low-carbon transformation of industry.

This year, we will mainly carry out the following work:

First, strengthen top-level policy design. Implement the "Carbon Peak Action Plan before 2030" issued by the State Council, actively carry out carbon peak action in the industrial field, and introduce carbon peak action plans in the industrial field and key industries. Focus on steel, building materials, petrochemical and chemical industries, nonferrous metals, and other industries, combine industry characteristics and development realities, implement policies by category and industry, and formulate a series of special policies to steadily, scientifically, and orderly promote carbon peak in the industrial field.

The second is to promote in-depth adjustment of industrial structure in an orderly manner. Focus on establishing before breaking, deepen the supply-side structural reform of key industries, and strive to build an industrial structure conducive to carbon emission reduction. Strictly implement the capacity replacement policy for industries such as steel, cement, flat glass, and electrolytic aluminum, and resolutely curb the blind development of high energy consumption, high emissions, and low-level projects. In particular, the scale of energy use in key industries such as steel should be strictly controlled.

The third is to implement green and low-carbon transformation actions in the manufacturing industry. Release a green and low-carbon upgrading and transformation guidance directory, guide the green and low-carbon upgrading and transformation of key industries, and promote low-carbon process innovation and digital transformation in key industries and fields. We will implement the implementation plan for the comprehensive utilization of industrial resources, and strengthen special monitoring and diagnostic services for energy conservation. Accelerate the cultivation of green data centers, play a demonstration and driving role, and create a carbon peak public service platform for key industries.

Fourth, create a green and low-carbon product supply system. Improve the green manufacturing system, continuously strengthen product green design, and create a group of green design demonstration enterprises. Increase the supply of equipment such as photovoltaic, wind turbines, and energy-saving motors, implement special actions for the innovative development of the intelligent photovoltaic industry, and improve the wind power equipment industry chain. Revise and improve the dual credit management system for vehicle fuel consumption and new energy vehicles. Just now, Comrade Guobin also introduced that the promotion and application of new energy vehicles should be strengthened, green intelligent ships should be vigorously developed, green building materials product certification should be accelerated, and green building materials activities should be carried out in the countryside. By strengthening the supply of green and low-carbon products, we will help achieve carbon peaks in energy, transportation, urban and rural construction, and other fields.

I would like to ask, as an industry competent department, how effective is the digital transformation of China's manufacturing industry? What measures will the Ministry of Industry and Information Technology take next to support the digital transformation of enterprises?

Digital transformation is mainly the popularization and application of the new generation of information technology, which has brought profound changes to the production mode, development mode, and enterprise form of the manufacturing industry. It should be said that it is a required course for improving the competitiveness and development of enterprises. In recent years, the Ministry of Industry and Information Technology has worked together with relevant departments and local governments to accelerate the digital transformation of China's manufacturing industry, and innovation activities have shown a good momentum. Mainly reflected in three aspects:

First, the foundation for digital transformation has been constantly consolidated. Through the implementation of the Industrial Internet Innovation and Development Project, more than 150 large-scale industrial Internet platforms have been cultivated, and more than 1.6 million industrial enterprises have been served by the platform, providing strong support for digital transformation. The second is the continuous expansion of the scope of transformation. The new generation of information technology, including 5G, big data, cloud computing, and artificial intelligence, is accelerating its integration and penetration into the manufacturing industry, especially in the fields of steel, automobile, equipment, electronics, and petrochemical industries. Convergence and cross innovation are constantly deepening. "5G+Industrial Internet" projects under construction have exceeded 2000 nationwide. Third, the degree of transformation has continuously improved. As Mr. Xiao mentioned just now, the numerical control rate of key processes in industrial enterprises above designated size has reached 55.3%, and the popularization rate of digital research and development tools has reached 74.7%. Digital new formats and models have also been continuously developed and innovated, with the proportion of enterprises carrying out networked collaboration and service-oriented manufacturing reaching 38.8% and 29.6%, respectively. The role of enterprises using networking and digitization to improve quality, efficiency, and efficiency is very obvious, and they have all tasted the benefits, and their industrial competitiveness has been substantially improved.

The next step is mainly to continue the previous work, focusing on three aspects:

The first is to highlight the key points and enhance the digital capabilities of enterprises. Enterprises are the main body of digital transformation and transformation. Currently, overall, their digital capabilities are not sufficient, which requires our further promotion, support, and support. We will summarize and promote a number of good technologies and practices, and issue relevant guidelines and guidance by industry and field. Cultivate a group of high-quality system solution suppliers to provide practical and effective typical cases and methods for enterprises. At the same time, we will support industry leading enterprises in building a digital enabling platform for the development of small and medium-sized enterprises, combining the optimization of the industrial chain and supply chain, and playing the role of digital transformation. We will work with relevant parties to provide digital transformation services to no less than 100000 small and medium-sized enterprises by the end of this year, and promote the business of 100000 small and medium-sized enterprises to the cloud.

The second is to expand application and enrich product supply. Continue to implement industrial Internet innovation and development actions, explore a number of typical application scenarios of "5G+industrial Internet", and create a number of 5G fully connected factory benchmarks. Accelerate the entry of industrial Internet platforms into bases, parks, and industrial clusters, connect thousands of industries, and empower thousands of enterprises and parks.

The third is to build ecology and optimize the digital transformation environment. This is a very important foundation for our digital transformation. The standard system for transformation should be further improved. We need to improve the talent training system for the transformation of the manufacturing industry, and further deepen the integration of industry and education, as well as school-enterprise cooperation. At the same time, by uniting financial institutions, we can enrich the financial products of digital transformation and further reduce the cost of enterprise digital transformation. It is very important to strengthen data security in digital transformation. We will actively cultivate data element markets and support the construction of data exchanges in Beijing and Shanghai. Strengthen industry data security supervision, develop important data catalogs, and strengthen protection.
